colonial administrator (1798-1886); one of 6 stipendiary magistrates in
Jamaica, 1833-34 and a critic of the Apprenticeship system as a result of which
irate planters complained to the governor of his partiality toward the Negro
apprentices and succeeded in having him removed from his post; later served 1836-40
with David Turnbull as one of the
Superintendents of Liberated Africans and Judge Arbiter in the mixed Court of
Commission, Havana; he has since been implicated in the 1844 'Ladder
Conspiracy', which led to the massacre of thousands of blacks and free
